In a bowl, combine meatball ingredients thoroughly. Make in to 1-inch balls and line them out on a parchment paper covered baking sheet. Bake for 15 minutes Remove from oven and transfer, in a single layer, to a 13x9 baking dish.
Add glaze ingredients to a saucepan over medium heat and let simmer while the meatballs are cooking. Pour over meatballs in baking dish. Return to oven for 15 minutes longer.
Warm up tortillas by cooking on each side for about 30 seconds over medium heat.
Start with a warm tortilla, add sprinkle of cabbage and carrots. Add 3-4 meatballs then sprinkle with green onions and sesame seeds.
